Police: Auto pound ring broken up

1 arrested, 2 admit theft of stereos, other items at facility, authorities say

Dallas police believe they have busted a ring of contract workers suspected of stealing electronics and other small items from the police auto pound.

Authorities said Claudio Pinedo, 32, was arrested Monday afternoon after he was caught with two stereos taken from impounded vehicles. At least two other men who worked on a contract basis for the auto pound also told investigators that they had been stealing property from vehicles.

"It's a good thing that we got them away from the facility," said Lt. Fred Diorio. "They've provided information that we think will lead to additional apprehensions and prosecutions."

In December, The Dallas Morning News reported that thieves had found the police auto pound to be a target-rich environment for stealing, in particular, custom wheels and tires and high-end electronics. Even a 7-foot steel fence installed for $300,000 in October 2005 wasn't keeping thieves out.

After the story was published, city officials announced plans to spend more than $184,000 on security upgrades at the facility, including installing a 13-camera, motion-sensitive surveillance system. City officials also are considering lighting improvements.

Since then, problems with the theft of custom wheels and tires have slowed. But authorities continue to report a steady flow of smaller items, such as stereos, being stolen from cars at the facility.

On Monday, auto pound employees noticed that several vehicles' windows were broken. Officers who work at the auto pound then asked Mr. Pinedo and the other contract workers for permission to search their vehicles.

While searching Mr. Pinedo's vehicle, officers found a gray bag containing two car stereos, records show. Asked where he got the car stereos, Mr. Pineda pointed to the auto pound lot and said "down there," a report said.

"We don't believe that this was an isolated incident," Lt. Diorio said. "We believe this pattern of offenses has been going on for a while."

Mr. Pinedo was arrested on suspicion of burglary of a motor vehicle. He was released Tuesday on $500 bail.

The auto pound, in the 1900 block of Vilbig Road in West Dallas, operates 24 hours a day. Tow-truck drivers bring in more than 100 vehicles a day, and about 1,900 vehicles sit on the lot on any given day.

Release forms:

To Whom It May Concern:

Impounded vehicles are routinely released to lien holders from the City of Dallas Police Automobile Pound in

accordance with Section 28-5 of the Dallas City Code. A review of the provisions of this section by the City

Attorney’s Office affirmed that the requirements for lien holder repossession are necessary and appropriate for

protecting the City’s liability for proper release of these vehicles.

In order to repossess a vehicle from the Auto Pound, the lien holder must:

1. Hold a valid and existing lien on the vehicle;

2. Present the original certificate of title (no facsimile or copy accepted) with the lien appearing on it; in the

event sufficient time has not elapsed (generally not to exceed ninety days) for the original title to have been

received from the state, the original lien holder’s copy of the Tax Collector’s Receipt may be accepted;

3. Present the original mortgage lien contract, or a certified copy of the mortgage lien contract, specifying

that, upon default of the mortgagor, the mortgagee is entitled to possession of the vehicle;

4. Present an original notarized and valid hold harmless affidavit made to the City of Dallas identifying by

name the mortgagee and the mortgagor, which states:

The mortgage lien holder holds a lien on the vehicle impounded (vehicle description including the

year, make, model and complete and correct vehicle identification number (VIN);

The mortgagor has defaulted;

The lien holder desires possession and is entitled to possession of the vehicle;

The mortgage lien holder agrees to indemnify and hold harmless “the City of Dallas, its police

department, and its employees”, without exclusion, upon delivery of the vehicle to the mortgage lien

holder.

In addition, if the lien holder has appointed a wrecker company or individual to act as agent in retrieving the vehicle,

the agent must also present an original notarized “Authorization to Release” to the Auto Pound.

“Hold Harmless” and “Authorization to Release” blank forms are available (at the Auto Pound) if you choose to use

the forms provided. Lien holders may use their own letterhead or computer format as long as all of the above listed

requirements are included.
